Can not open web page

I operate Windows 98 with a DSL connection. I cannot open a single specific web page which is a forum for scout.com I've cleaned all of my cookies several times and deleted files plus I've ran Ad-Adware SE Personal. In the past I've been able to get back on the site. I currently use a router. Can you make suggestions how I can eliminate the block this web site has placed on my computer system?
