Can not save as or browse locations

Background
System: Windows 7 Home Premium.
Use to have Norton 360 (uninstalled using Norton uninstaller)
Currently using Microsoft Security Essentials and Malwarebytes.

So on to the problem. Can not save as or browse to a location using any program pretty much. Office 2010, SciTE, Firefox, Internet Explorer.
I am however still able to download using Firefox into the default folder.

This problem started awhile back(before I removed Norton). Since then I have scan for viruses and malware both of which comes back clean which leads me to think its something to do with my registry or malware or virus that is not found by the programs I currently use.

When I click save or save as nothing happens. Same thing when I try to browse to select a file using a program. No prompts errors, or dialog boxes what so ever. I have searched for hours and have not found any fixes that work. I am currently at a loss and can not think of or find anything to help me solve this problem. Any help or suggestions(other than reformatting my machine) would be very much appreciated.
