can not start telephony service error 126: the specified module can not be found

After completing step 6c at http://support.microsoft.com/default.aspx?scid=kb;en-us;825826 I realized there's something wrong with the 1st and 3rd lines, this is the most detailed info I have after I was unable to establish a firewall connection service after upgrading my windows xp to service pack 2. I can no longer access my add/remove windows components or network connections from my computer. See attachments, any advice, please be specific, I am not that advanced. Also get error loading hnetwiz.dll, The specified module could not be found under rundll, and rtutils something or other re-installing could solve this problem. This site rocks by the way.
