Can not turn on RPC

Well i have a Dell Inspiron 8600 lap top ..With xp home Version 2002.Service pack 2.. 512 mb of ram..I lost my task bar after truning off the RPC and system restore .I did a Ad- aware se ,CCcleaner , and CWShredder and Spybot scan in the safe mode.. Then when i went to restart my computer normaly it comes up with out a task bar no clock or anything..Hope this is enough information...In the system properties i don't find where the system restore is.My computer comes up with the icons but no task bar...I can't get into where RPC was to change that...Nothing works i can't get online or do much of anything .....

 

How did you turn off RPC?
No conventional method is available, as Windows stops you.

Sure it wasn't a malicious service?

 

Well i didn't turn it off i disabled it..After finding it through from run then typing in the open box"services.msc..
Well it sure could have been a malicious service..But after turning off the system restore and stopping RPC..And then after all my scanning i lost everything to do with the task bar..So now i am not sure how to get my task bar back...

 

Re-enable it through the registry.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RpcSs

Should have a start type of 2.
