Can only Network when Norton is disabled

I had a tech guy come over and fix my Network. I have a desktop, a laptop and a Linksys router connecting them for internet, printing and file sharing. All is fine unless the Desktop restarts or goes into screensaver mode. When this happens, I need to DISABLE Norton's Personal Firewall, log onto the Network, and then ENABLE Norton again. Then it works fine until the desktop restarts or goes into screensaver mode.

He said the main problem I was having was the IP address that is in my ALLOWED list for Norton. He said that I only put my laptop's IP address in there, but if someone accidentally (or purposefully) hooks in via my router, the IP address goes to their computer and I get a NEW number - so of course it won't work because it's not in the ALLOWED list. So he put a range in there of 2 numbers.

Should I put a bigger range in there? Do you think this is the problem? Would love some advice since I just paid good money to have my Network somwhat fixed.

P.S. Internet is always fine and works.

Just put the whole range of the IP band into the trusted zone.

I.e. if your IPs are 192.168.x.x put 192.168.x.0 to 192.168.x.255

This way the Firewall will not be a disturbance for the LAN.

Poop. I spoke too soon. It no longer blocks me while the desktop is in screensaver mode, but it does when I restart the computer. I put the range that you suggested into the ALLOWED list. Any clues as to what's going on?
