Can someone help pls i have a serious prob

Anistropic filtering = Off,
Antialiasing = Off
Texture filtering = High performance
System restore = Off
Anti Virus = Off
Vysnc = Off
Fresh Windows format
latest Nvidia drivers


I can't think wot can be causeing it... I am getting 200fps but the movment etc feels like 30fps.

I can tell you 100% they are not viruses or w/e I scanned them with "nod32" before I uploaded them to be sure, It is just a site i uploaded them to.
