I've seen devices that will turn an outlet into a phone jack. Is it possible then to use dialup or DSL this way?

Nope you can not do so.

You need the actual "Copper" cable, the DSL does not use the Telphone electrical line, it uses the Tel. cable.

First Energy / Clyde Power is testing this in Clyde Ohio at this time.

I personally do not know much about it or have not tried it.

There is a person where I worked who lives there and said it doesn't work near as good as cable. (It's new)

    It can be done.
