Can t Download

Ok using win 7 HP 64 bit with a Samsung laptop RV510.

Trying to download then open the Geeks file below but all I keep getting is and not run; never opens then can t download and can t verify ! ?

Can t figure out whats gone wrong over the past 4/5 days; nothing I do seems to fix the problem; so what got messed up and how do I fix this ? ?

Just Tried all three links and nothing works I keep getting open and that doesn t cut it I need the run command and yes can save but can t run .

This is strange wheres my run command that I click on; its poofed no where in sight : (

 

Very very strange it worked save to desktop then run as admin; but still wonder why it doesn t work the normal way ; must try another software site fingers crossed later : )
