Cannot disable System Restore

I'm trying to use your steps (sticky notes) to clean out some spyware. However I have run into a problem with disablling the System Restore function.

When I chose the System Restore Tab on MyComputer/Properties I get the following error message:

"Run a DLL as an App has encountered a problem and needs to close. We are sorry for the inconvenience."

The "more information about this error link returns the following:

When I try to open system restore from Start/Accessories It says it cannot run the program and to restart the computer. Of course restarting the computer does not fix anything.

Below is my computer information from runing belarc advisor. Thanks for any help you can provide. It seems the spyware I have will not go away until I can clean it out of the back up registry as it just keeps coming back (DyFuCa, PeopleOnPeople, istbar) Thanks for any help you can provide.
