Cannot display properties or view events

Windows 2003 Sp2 Servers, Cannot double click to view any events in the application, system or security log. When double clicking nothing happens!!! HAve already removed the log files and re-created them. If I export them to another machine I can view them fine!

Also, when in a mmc console I cannot select properties again click on properties and nothing happens?

Has anybody seen anything like this happening before? Any ideas where to start looking to diagnose the issue?

Click Start, Run and type: regsvr32 els.dll Press enter.
