Cannot right-click to "Run As Administrator"/no internet

Hello!

I got some help from Kestrel13! In the Malware forum and it was suggested that I post here to correct the rest of my issues.

As the title suggests, I am unable to right-click on any programs. I get the loading icon, then it does nothing. Also if I restart the computer the internet will work for a few minutes then stop altogether. Also when I double click on the Norton Anti-virus icon on my desktop nothing happens.

I dunno if it matters but I'm running an HP Laptop with Windows 8.1. It's actually my sister's Laptop, and I don't have a whole lot of experience with Windows 8 myself.

Of course you will want to reinstall the anti-virus and running an anti-malware program will catch much of what many an anti-virus doesn't. Hope you get it sorted out for her. :major
