Can't Access Folder

    I cannot access the following folder on my PC: C:\Users\Mark\cookies. I am told that “Access is denied.” This folder is on my PC. I am the ‘Administrator’. Why does my PC deny access to a folder on my PC?

    My OS is Windows Vista HP SP2.
