Cant access Hard Drive...please help :(

I recently download a wmv file that did not work correctly. when i deleted it, i got a message saying my recycling bin was corrupted and i emptied it. when i later started windows vista the drive was inaccessible and i couldnt do a scan disk because windows cannot access drive...even chkdsk in dos wont work. i can see all the data using getdataback including the recycling bin folder with the corrupt file still in it. i think this is why windows wont access the drive. is there a way to delete files or folders in any dos type prompt or other software? I dont have room to backup all my stuff somewheree else on my comp. I f i could delete this file i bet it would solve the problem. but how?
-spinrite doesnt solve the problem either.

Well, it seems you're not alone. I just made a Google search using the words vista+recycling+bin+corrupted and found a blog post about some sort of a tweak here. I'm not sure it's what you're looking for...
