Can't access secure pages- such as logon for PayPal

This worked fine till just a few days ago. I've two children but both are computer savy and swear they've not done or installed anything new. I've checked and see nothing either. We run XP, 128 bit cypher strength... I've got the right settings checked on ie6's advanced options tab. Same settings I've been useing with success.

Incidentally, Mozilla FF displays a message box that says the connection is refused. Mostly I use ie6.

Any help here??

What kind of anti-virus and firewall do you have installed? I would start by checking different settings on my firewall.
