Cant boot from CD

For some reason my windows password doesnt work so I was gonna reinstall windows and all that good stuff. I went to BIOS changed the boot order and put in the cd. Restarted and it says boot from CD then Press any key to boot from CD as usual. When I press a key nothing happens then I press another still nothing then after about 5 seconds it loads a screen saying windows cant start normally or something and i cant toggle to any of the options and windows boots to the password screen. When I try to type my password the keyboard doesnt work for a while then finally I can type something. I tried another key board and the same thing happens.

 

heres an update i can hear the cd trying to boot when the boot screen comes on but pressing the keys does nothing and it skips and goes to windows. I can go to BIOS with the keyboard and type a windows password ect it just wont work at the boot screen this really sucks.

 

scratch that I tried a ps2 keyboard again and this time it worked after i pressed the keys 5256456153 times
