Cant boot into bios, windows or safe mode

I never seen this problem. I am very familiar with computers but still cant figure this one out. So what I have done so far.I have an extra hard drive and installed it. Still will not work. Took out one of the ram since there is two rams. The swapped them out. Still nothing. I get one beep with an orange light on. Its a short beep nothing long. I cant get into bios, or safe mode. All it does just loads into Sony Viao. Then stays there.
The specs are

Sony Viao
Pent 4
two 512 ram
graphics card nvidia
two hard drives not sure what spec

Any ideas how to get past that or am I look at a major problem then I think.

 

The single beep is usually the 'post' beep.
Have you tried booting, with 1 stick of ram, and NO HARD DRIVE ?
