Can't boot into Safe Mode

    XP Pro.
    At "restart" I never see the POST screen. F8 works to open the startup options but then the keyboard doesn't work - no arrow keys to scroll up to Safe Mode - nothing. I have to press the reset switch, let XP load, then everything works fine. The keyboard plugs into the little round 5-pin (PS2?).
    Suggestions?
