can't clear the ARP cache

    I'm having a problem with IE. A few minutes after I go online all web pages stop loading. I'm on a new DSL connection. XP Pro with all extras loaded. When I try to repair the connection Windows can't clear the ARP cache. How can I clear this and what service do I need to kill?

    try netsh winsock reset in the command prompt to reset the tcp/ip stack, but you might call your isp to trouble shoot the connection.

    to view arp table arp -a
    to delete arp address arp -d <IP address>
    to view arp options arp -?
