Can't connect to anything

I can't even connect to youtube homepage on my desktop. I did find a peculiar problem though. I ran cmd and typed in ping www.google.com -t with nothing on. It ran fine with an average of 13-16 ms, no packet loss. I opened firefox and there is one request timed out then it ran normally. I tried to go to ANY web address and it will either show around 5-10 request timed out, followed up by a general error (internet disconnection), or the ping ranges to 15 - 725 ms. Would this be a problem with my adaptor or router, because the router and modem was recently moved.

 

Just found out inter protocol ipv6 turned off. Turned on and can connect but still receiving lag.
