Can't download msert.exe

I am having a little problem downloading msert.msert.exe (to run it with the update version, which I occisionally do, in addition to AVG)

However, today, I went to the MS website and started the download, and after a bit I got the message 'the download was interrupted'. So I click on the resume option and it starts off again.

It reaches 20-odd % and I get the message (in red) 'This download is not commonly downloaded and running it could harm your computer' (something like that) and I also got some information about it being unsigned. This happened twice in succession. I think it's a problem, but what ? Scanning with AVG gives a clean bill of health (I'm not sure that means very much though)

How do I solve this ? (please also bear in mind I am unable to create system restore points)

Sorry to have made that post, I think it has been overtaken by events as, after several restarts and enabling system restore (see my thread about JRT error), msert.exe has downloaded without problems and is now running.

but I still wonder what the original issue was....

that's the page...I just click 'download now', and choose to save in my downloads folder, and run it from there (still running now) it's what I 've always done, and what I did once I had successfully downloaded this afternoon...IDK what went wrong when I tried (more than once) a couple of hours previously.
