Can't enter URl or command

    Help PLEASE,
    I am working on a PC that is driving me nuts. If I attempt to enter URL in Internet Explorer, enter anything at command prompt, or in Start - Run, or hit Ctrl-Alt-Delete it locks up and has to be Powered off to reset. I can click on shortcuts and programs work. Any entry in Wordpad, etc causes no problem. Norton antivirus shows expired a month ago, but user renewed online in July.I have run Adaware, CWShredder, and Spybot. All found lots of entries. At the moment, they run cleanly.
