Can't Find Program

In my search for a PDF to XLS converter that requires minimal re-formatting I tried four online services. Three of them were absolutely worthless. From the one site that did a fair job I also downloaded the program in March 2018 (I think... ). And now I can't find it on the site.
In fairness to the publisher/author/portal I would rather send someone a link to a program instead of just copying the file and giving it to them.

Must I assume (I don't assume...) that it's no longer available?
