Cant get in my bios........Dell

I have a dell inspiron 1100 laptop, i wanna format it and reinstall windows. I
have the xp bootable disk, ive used it a dozen times....but the laptop isnt booting up the CD on start-up, which tells me i gotta change the boot sequence, but it wont let me in the bios to do this. It says to press f2 , i do and it still goes str8 to windows. Ive done some searchin and ive tried f1 thru f12 no luck......i tried fn+f1 to...no go ...ive tried tapping, pressing and praying......if anyone has a heads up on how to get this boot sequence switched around id really appreciate it....thx in advance

 

I had this problem once with Dell found out to get to bios hit the delete key.
