Can't get into IE

I'm getting an error message for IE and i can't get into it, the error is
"Windows cannot access the specified device, path, or file. You may not have the
appropriate permissions to access the item." The only time i have ever seen
this error is when i try downloading software from the internet directly to the
E: Drive so i can burn it without saving it first to C:, anyway i tried
reinstalling IE 6.0 SP1 it didn't do anygood.

i have windows ME and it did work two days ago I exited out and then i tried to get back in and i got the error.
