Can't Get Writing Pad in Office 2003 (XP SP3)

    I installed Handwriting and some of it works but some doesn't. Specifically, I have all 5 options enabled:
    Writing Pad
    Write Anywhere
    Drawing Pad
    On Screen Standard Keyboard
    On Screen Symbole Keyboard.
    If I go to the Language Toolbar It drops down giving me the 5 options. If I select any of the last three I get the appropriate window associated with the option.
    If I select either the first or second option I get nothing but, the next time I select the language bar it shows it selected. (To get technical, for write anywhere there is no window but I can't write anywhere).
    If I go into Control Panel, regional and languages I can see the 5 options but Drawing Pad is the only one that responds to the Properties button.
    I think I've tried all combinations of enabling and disabling the options, removing and reinstalling shared features, handwriting.

    Any Ideas?

    Well, I finally tracked down the problem.

    OFFICE 2003 has the handwriting recognition but installing SP3 kills it. It is the dll PENUSA.DLL that causes the problem.
