Can't install certain programs - please help!

I noticed last week that I was not able to reinstall Google Earth no matter what I tried (different links, turned off firewall/antivirus, etc.). Then, just today, I found 2 more that I could not update. I believe all three need to stay online to do the install or update. Other programs install fine. Can someone please help me with this? Thank you.

 

I am using Windows 7 64 Bit, I have Norton 360
When I install GE, it runs the Install Manager, but afterwards, nothing happens. I tried different links, settings, etc. but no dice. Google customer service stopped responding. Norton does not seem to get in the way, but I turned it off anyways. Still, it will not install.

I also tried updating iSpy and it won't do it.

Another one was Garmin's Basecamp. It also would not update.

 

Try running the Microsoft Fix-it tool:

Friend of mine had a like issue (his win 7 X64 stopped installing anything) and this corrected it. Worth a try - I've used other MS Fix-it tools with a good degree of success.

I tried it, but the problem still persists. Apparently, any program that needs to connect to the internet and stay connected in order to update and/or install, is not working. Any ideas?
