Are you logged in as administrator? You need to have administrator privileges to install such software since they need access to system files and folders.

Yeah i switch my owner with my admin. because in normal boot only the owner can log in, so now my owner has all the admin privileges

You should check the permissions on the C:/WINDOWS/Installer folder. Follow these steps to give NT AUTHORITY\System and admin full access to that folder. Possibly you also need to do this for your temp folder.

Not sure I follow. Are you saying that the current acount you are using right now, has admin privileges? Or, that you are using another account, that does not have the rights?

It's probably hidden. To unhide it, open the 'Tools' menu in explorer and click folder options. Click the 'View' tab. Now uncheck 'Hide protected operating system files' and click yes when a warning appears. Now scroll down and select 'Show hidden files and folders' and press OK. Now the Installer Folder should be there.

Sometimes this works, sometimes it doesn't:

    Download dial-a-fix:

There should be an option, maybe under "advanced" or "options" that should fix permissions. Which i'm guessing is your issue. If you indeed have administrator permissions on this computer.
