Can't move a specific file...

    I can't move a specific file in Windows explorer everytime I try to delte it, move it, or rename it. It responds with telling me it can't perofrm the operation because the file is in use by another program. The name of the file is UFOSaved.exe. it is a save game editor for X-Com UFO defence. It is not malware as i've used it with years and confirmed it through the X-Com community and I know the program well. However this is the first time I've had problems with it I can start the program normally and even work it with no problem the only time i incur the error is when i go to perform a operation on it in Windows Explorer. I tried moving other programs in Windows explorer and no problem I even scanned the file with several anti virus programs to see if maybe something else had maybe infected it all clean bills. Is there a program I can use to find out which programs are calling on the file? I closed all the files that should be calling for it and I don't see their process in task manager nor a entry for it in taskmgr's application tab.
