Can't open up program?

XP Pro. Can't open up 'system cleaner' program I downloaded. Why not? Let me install and says it's running, but I can't see anything but a little button at the bottom of my screen, suggesting I'm in the program; I click on the button and I get a little dialog box that says, move, restore, close. Try to move, can't see. When I restore, something flashes by me so fast like it's going to the top of my screen and poof it's gone. The only thing I can do is close and get a dialog box saying - I'm running, are you sure you want to close?

 

So the program is running but you cannot access the the GUI of the program ? (If this is the situation try to right-click your task-bar and select tile or cascade Windows)
