Can't reinstall OE6

Im having some major problems with my Outlook Express 6 SP2. I need to reinstall it. However, when I follow Microsoft's instructions on reinstalling IE and OE i still cant install it. I fix the registry and change the values from 1 to 0. When I go to install IE it still gives me an error message that a newer version is installed.
The instructions I was following on Microsoft's website was suppose to fix that error. Any suggestions?

I dont have the Windows discs because it came pre-installed.
