Can't Save To Or Delete From External Hard Drive

I'm running Windows 7 and it's a Western Digital drive.
I ran the read me first instructions and the problem still exists.
Windows says the drive is "dirty" and gives me error number 0x80071AC3.
When I attempt to run Windows error checking tool, I check both "Automatically fix file system errors" and "Scan for and attempt recovery of bad sectors", the window appears to gray out and the progress bar doesn't look like it's progressing.
