Can't turn windows off

I'm having trouble turning off the windows (XP SP2), I can turn it off from welcome screen, but not directly from windows. It happened to me earlier, my guess it was triggred by visual studio back then. I uninstalled it and problem was solved. Now I have no idea what may caused this problem.
The problem may be caused by constant helkern attacks repulsed by Kaspersky anti-hacker, but I don't think it's likley. From other security programs I also use Ewido anti-malware,Adaware,AVG and S&D.I'm running athlon 64 on 3000Hz, 512 RAM .

Are you saying that you hit start/turn off computer/ and nothing happens?
Two thoughts:
1) Go to the malware section and run all of this:
Read and run first - Malware section
