Capture Card is not responding

I am using ATI ALL-IN WONDER 9600 SERIES
with WINDOWS XP home

When I try to capture video from my camcorder
Using Windows Movie Maker, I get this error:

"A video capture device was not detected. Verify that
a device is turned on and connected properly, and
then try again."

The thing about this is I USED to be able to do this and I don't have a clue about what could have happend that changed things.
I came here and downloaded appropriate the ati all in wonder catalyst (saved it to a disc) and installed it, updating the drivers which did no good..I get this:

THERE WAS A PROBLEM INSTALLING THIS SOFTWARE
THIS DEVICE CANNOT START (CODE 10)

There IS an error in device manager:
ATI T200 UNIFIED AVSTREAM DRIVER has that yellow "?" on it.

I've done a search on the ATI T200 UNIFIED AVSTREAM DRIVER by itself and didn't have any luck finding one.

WHEN TRYING TO REINSTALL this driver from the catalyst disc I get this error:

THIS DEVICE CANNOT START (CODE 10)

I would be more than willing to download a diagnostic tool to help you to assist me in solving this ptoblem. Which one do I need?...or do I even need a diagnostic tool? Please let me know.
