    A friend's computer fan (back) isn't spinning.
Not sure when it stopped, but when she had it built it seemed to be working fine.
The PSU seems to be okay, not sure what else to check around before going in for servicing, any suggestions or tips would be helpful.
    Thanks

Make sure the fan is not being blocked by any wires, verify it has power. If those check out ok, take it out, measure it, replace it.

Yup with Fred, fans can be under $5. Just remember where it was plugged in and if the fan has two or three wires to get a similar one. More expensive=usually quieter.

I have to agree with Aug

Also make sure to check how many dB it is if you are concerned about noise. Also the more air they move the more noise. I'm sure you will be able to find a fan ;)
