cd and dvd rom drives freezing computer

I just built my first computer and every time I insert a cd into either my cd (also a cd burner)or dvd rom (which is also a cd rom and burner) my monitor freezes and I have to restart. Ctrl Alt Del won't work and I wasn't able to find a driver that might help. The drivers for both of these were last updated in 2001 according to device manager. Also when the cd in already and then I start the computer up it usually runs fine. I am running windows xp pro and have an nvidia geforce video card. Device manager claims both devices are working properly. My moniters refresh rate is set to 70hz with 1280 x 960 res. which are the recommended settings for a 17" LCD. Can anyone help me with this problem?

 

What CD burning software is installed?

What version is it?

 

The burning software I'm using is Nero, oem suite, v6.0.0.20, and both drives are connected to the same cable and they are jumpered correctly. Im not sure how long the cable is or if it is 40 or 80.

 

After you are done measuring and what not, if that is all ok, go ahead and uninstall Nero as a test.
