CD Rom drive E won't read CD's?

Hello, whenever I try to play or burn a CD, I put it in the disc drive and click "play" or "burn" and it still says "please insert a disc into drive E." My computer was recently hijacked and PC Warehouse wiped it out for me and I had to start all over again, but this problem didn't go away.
Is the disc drive dead? How can I get it to work again? Thank you!

 

try cleaning it with a cleaning disc first

also check device manager
control panel - system - hardware - device manager

under dvd/cd-rom
see if there is a yellow exclamation mark next to the device
or anything else unusual

update/reinstal the driver while you are there
