Centering of web page with Frontpage 2003

I am sorry if this is the wrong palce to ask this question, but could not think of anywhere else. I am trying to build a web page and want the page always centered regardless of whether the bookmarks (favorites) are visible or not. I have noticed that here at MajorGeeks it is that way. How do I do that in FrontPage 2003? Hope that it is simple and that I am just missing something easy.
