This is my first time here. I have a problem with the Outlook Express dictionary. It
is stuck on French (France). How do I change it to English? Thanks

    Hi

What Windows version and service pack you using?

As Outlook Express doesnt have its own dictonary, it uses MS Word mainly then make sure that your MS Office Word default Language is English.

Was the language set to English before? if so what have you installed just before this changed to French?

Guesstimating as dont have full story as to what has happened in your case but these KBs may help if it was Office 2007 you just installed http://support.microsoft.com/kb/932974

Or could try one of the free addon dictonarys, TinySpell or Spell Checker for OE
    Or install
