Change order of files in folder

Hi, I have a list of files in a folder. I want to change the order they are in (not by name,size or the other choices that Microsoft offers) I just want to shift the files by my choice. If I try by dragging, it just pops back in its original place. When I have it in any view besides LIST, such as thumbnail, it will appear to make the shift. When I return to LIST it shows no change. What is on my toolbar doesn't help. What to do? Thanks

 

Right-click in the folder, go to Arrange Icons By in the menu and uncheck Autoarrange under that submenu.
