chatting in a language turns out horrible.

    Hello, i got this irc program that i chat about and so, but the problem is that my system is english and all on it also, but if others chat to me in an other language, like russian, i only see weird sighns and so, Is there any language pack that can help me with this problem, Its also the problem on internet also, but not always, that's the weird part!!!
