What makes a case quiet are the fans, so you could have ur case and change out the fans out for quiet ones and achieve the same deal. Fan noise is rated in db; the higher the db the more noise it produces. Check out websites like Frozencpu.com (they're very detailed in their products) and then shop around for the best price. Be aware that having quiet fans means having very low airflow (rated in cfm)in and out which can cause problems if the PC is not in a ventilated room, or in an area w/alot of hot weather or is being overclocked.

Fans with rubber mounts also reduce the noise. Water cooling does reduce the fans to some point, but you end up the fan noise cooling the water.
