Cheap Oem Copies Of Windows 10 Pro On Ebay - Legit?

I see supposedly legal, full version, English-language copies of Windows 10 Pro, complete with valid license keys, on DVD in unopened boxes, on eBay for as little as $10.

Is this a scam? Or could these copies possibly be legitimate?

BTW, they’re all OEM copies. Is there any kind of downside to that?

 

OEM is the "System Builder's Version". It's meant for those who build or refurbish machines. As for the pricing, it was ordinarily less than a retail version of Windows.

Could you provide a link to research?

It is my understanding that the full version is more than the System Builder version.

From what I have seen about these, they appear to be some sort of one day acceptance of the key , and therefore have got to be a bit suspect.
