Choppy at 120 hertz????

So..... reformatted again, when i run Cs 1.6 with no refresh rates, just default 60 hertz, cs runs semi-smooth. Like going around corners, turning around etc. its smooth. When i put -freq 100 in my launch options I get 99 fps, but i get a lot of choppiness going around corners. Any ideas? I have nvidia, and reforce tool both set to 100 hertz and -freq 100. But still i get some laggy issues moving my mouse looking around.

What's your monitor's refresh range?
