command line don't work?

Hi Everyone
My situation is that I have manuel tweaked my computer for a littlel extra speed using blackviper.com suggestions. I not sure when it happen but my command line isn't working right. for example I go to the start button and then to the run button and type in a command like ipconfig the window just lpop up on the screen for a spilt second and then disappears.There is some other command too that don't work either: when I get the window to open useing cmd.exe and I type in a command it tell me that the commands our not external or internal or don't recongize them. I am running XP pro sp 3
I could use any advice on how to fix it or where to start. Please;;;
