common startup and startup are the same

any programs i put into the startup folder start twice on boot because it makes an entry in common start up as well as in the regular user startup. removing or disabling one in either location does the same to the other. i have no idea what started this, it just happened one time on boot.

i also noticed something i thought was odd. i keep all of my start menu items in all users as opposed to my user account, im the only user on this computer. in the all users folder in the start menu>programs folder there is a folder called "startup" as i would expect to see, and it cannot be removed. however in documents and settings>*my username*>start menu there is nothing, not even a programs folder. im not positive but im pretty sure there should be a programs>startup which is permanent. if i create a programs folder inside the start menu folder for my user account and place anything in it, it does not appear in the start menu at all, if i put it directly into the start menu folder without a programs folder then the items appear in the start menu, if i make a startup folder in this directory then i end up with two 'startup' folders in the start menu, separated by a divider.

anyway this all seems extremely strange to me and i cant see to fix it, i would love any help i could get.

 

update: in the windows registry under HKEY_CURRENT_USER>software>microsoft>windows>explorer>shell folders>startup the directory is listed as C:\Documents and Settings\All Users\Start Menu\Programs\Startup

shouldnt it be my user account and NOT all users?
i tried changing it and it only changes itself right back when i do
"programs" and "administrative tools" are also shown as all users and not the current user
