Computer Not Able To Boot To Windows 10

Hello

There is a desktop that is not booting to windows 10

the operating system is windows 10 64 bit home

issue file boot/BCD
error code 0xc00000e9

It gets stuck on blue screen


already tried system repair- fails ( using a windows 10 disk)
cannot run anything from within windows because of the fact i can't boot to windows

trited to run fix mbr, rebuildbcd, and fixboot commands in command line but fixboot commands keeps getting access denied

I am nearly sure that its due to a broken boot file possibly caused by an update ( computer is left sleeping/hibernating most of the time). However with ''access denied '' i can't proceed to fix it

any suggestions?

 

The issue has seem to escalate ( worse)

The partitions still showed recovery, system and the main one that appeared to have all the files for windows some days ago
Recently all those partitions vanished ( not sure why?) and the drive now shows up as '' unallocated''

Does anyone have any ( free) recovery software they can recommend that has unlimited recovery limits.
Some of the free ones i found are capped at 2GB , while the ones that scan and find more files show ( probably misleading) '' preview'' files and alot of more folders but want a subscription.
I suppose it wouldn't matter to much to pay for a recovery software as long as it works AND it has a perpetual license ( hate this cloud based yearly crap)
