Computer restarts during boot.

So here is the situation. When I turn on my computer, about half of the time, it will get to the windows logo, then restart. Sometimes it will do this 5 or 6 times before it actually makes it to the log on screen. It has been doing this for quite some time now and I am not sure if this a software or hardware issue.

I have replaced the RAM and video card. That didn't do any good. I just re-installed my OS 2 days ago. Still the same problem. I have ran diagnostics on the hard drive with no results.

I'm just not sure what to do at this point. I don't have the cash to get a new power supply or hard drive so I was hoping you guys could give me a few ideas of what I may be missing. I'll post my system specs and see what you guys think. Any help is very much appreciated.
