Computer slow on Restart after upgrade from 8.1>10

    I did the upgrade to Windows 10 from 8.1 on my Dell all in one desktop. Didn't wait for the ok from ms but called Dell and they said my computer was good to go. So I d/l and installed using the installation tool at the ms site. Install went smoothly, didn't lose anything and i did backup before.
    It is odd but the restart is really slow. A cold boot is fast.

    Did the upgrade on a friend's Toshiba laptop from 8.1 and her computer is doubly slow on the restart. Cold boot is a bit better but that was after doing a lot of suggested tweaks in the various forums. Seems this is a common issue for the upgrade according to what i have found on google. Any ideas? Thanks
