Computer starting issues

    My brother has a problem with his HP Pavillion desktop computer. He has replaced the processor with a new one. It is a Pendium IV, 520, 2.8ghz. The problem is that the computer tries to start, then shuts right off after about three(3) seconds. We are not sure what to try next, without spending a whole lot of money, if it can't be helped. Please help us solve this problem. The computer is about 4-5 years old.
