    Symptoms:

    1) I press the power button the computer come on for a second then shuts off. ( does not even make it to the beep)
but if it can go pass that stage it works perfectly fine.

    2) Also it somewhat turns on when i hold my restart and power button down at the same time, but it does not boot anywhere it just on with no screen.

    3) if i switch it to 220v it will also turn on but does not boot.

I was wondering if it is the power supply or maybe the motherboard, because i have not done anything to the computer.

This could possibly be your power button sticking in when you press it. Check that when you press it that it is releasing completly.

It that case check that your heatsink fan is functioning properly as this appears to be an overheating problem. Leave the side panel off and see if heatsink fan starts as soon as you press the power button.

Haven't heard of a Power unit clicking before but most certainly a failing hard drive will click or more of a ''CLUNK'' see if you can define where the noise is coming from as HD and PSU are opposite ends of your case.

I think is the power supply clicking maybe some sort of surge switch or something, since if it can turn on pass that stage , the computer runs perfectly fine, i can put it in sleep mode and wake it back up.

Ok now this could well be your Motherboard CMOS Battery has shuffled up its mortal coil. If you are not aware of this battery it is a Silver circular disc about the size of a 10p. On the side where it is situated you will see a clasp so squeeze that and the battery will pop up, take to your computer shop and ask for a new one. replace and post back. Remember to unplug com from mains feed and earth your body like touching a water tap etc. to rid any static before attempting to touch motherboard.

I have changed the cmos battery still nothing, i have unplugged everything and plug everything back to make sre nothing is loose but still nothing. I have tried to boot it with only CPU and 1 stick of ram but still nothing. I am starting to think is the motherboard. Cause i don't think a power supply can cause this can it?

Because before it was turning on for a second then shuts right off, with the light and fans working. (can get it to boot after many attempt of turning it on). But now it stays on but doesn't boot.

I have tried everything that i can think of, i am almost 100% sure that it is the motherboard.

I have a limited budget, so i want to keep most of my components:
    Power Supply: VANTEC 450W
    CPU: Intel P4 2.8Ghz socket 478
    RAM: 2x256mb and 2x512mb 1.5gb total Pc 3200
    Motherboard: Gigabyte i875 <--broken i think
Graphics: ati Radeon x1300 pro 256mb

If not possible, i'll get a new motherboard, CPU(maybe dual core) and new graphics.
    I wanna keep Ram.

    Any suggestions

Oh dear, well before we go as far as replacing the Mobo lets go back to the PSU, can you borrow one to try and see if that makes any diff ????

    New ram: 2 x 1GB DDR2 1066 (PC2 8500)

    here are my two choices:

    AMD Spec:
http://www.newegg.ca/Product/Product.aspx?Item=N82E16835185125 ( because no stock cpu cooler)
    http://www.newegg.ca/Product/Product.aspx?Item=N82E16819103289 (CPU)
    http://www.newegg.ca/Product/Product.aspx?Item=N82E16813138105 (Motherboard)

    Intel Spec:
    http://www.newegg.ca/Product/Product.aspx?Item=N82E16819115037 (CPU)
http://www.newegg.ca/Product/Product.aspx?Item=N82E16813131329 (motherboard) <-- not too sure u can change if u want but make sure it fits ram ddr 1066 and FSB speed of 1333

Both will be using the same CASE, Power supply, and RAM, video card:
    http://www.newegg.ca/Product/Product.aspx?Item=N82E16811129043 (case)
    http://www.newegg.ca/Product/Product.aspx?Item=N82E16817341002 (Power supply)
    http://www.newegg.ca/Product/Product.aspx?Item=N82E16820227178 (RAM) <-- maybe x2 HEHEHEHE
